A CONCEPTUAL APPROACH TO THE FORMATION OF THE STAFF MANAGEMENT SYSTEM OF THE TOURISM INDUSTRY UNDER THE CONDITIONS OF DIGITAL TRANSFORMATIONS

The processes of accelerated digitalization of the tourism industry require constant attention, taking into account the challenges of today and the speed of the emergence of new digital technologies, the pace of their development and distribution. The main criterion for the satisfaction of the tourist service consumer is safety, maximum choice with minimal effort, and a personal approach. It should be noted that the tourism industry is characterized by high digital potential. The implementation of innovative technologies can be effective only if the peculiarities of the tourism industry, which has a number of specific features, are taken into account. Approaches to the construction of a personnel management system for the tourism industry have been determined, which allows for the diagnosis of industry subjects according to the degree of readiness for digitalized personnel management, to form a digital personnel management platform, to analyze and assess the risks of unemployment and social tension of digitalized management. It was determined that the use of HR-metrics allows not only to measure one or another HR-process, but also to assess the effects of its influence on the process of formation of labor potential. The concept of the formation of the personnel management system of the tourism industry in the conditions of digital transformations has been studied. management processes and digital skills of staff. The formation of tactical and strategic approaches to the construction of a personnel management system in a digital format, based on the use of implementation tools, was carried out. A digital personnel management system consisting of three stages is proposed. At the first stage, diagnosis and definition of goals for the development of the personnel management system are carried out. At the second stage of the formation of a digital platform for personnel management. At the final stage, the results and risks of the development of the personnel management system in a digital format are assessed.
The multi-stage and multi-tasking nature of the formation of the personnel management system in the HR format has been determined. Its implementation will make it possible to optimize management work processes, to accumulate data on personnel processes and the results of their completion, which are being formed, as well as to form the necessary level of competences of employees to perform the assigned tasks. However, the scale of implementation is associated with many complexities and risks, such as unemployment and growing social tensions, which also need to be taken into account.
