Abstract

The personnel management system of each organization is built taking into account theoretical research and acquired practical experience. At present, the practical experience of implementing the specifics of HR management in wartime is particularly important. Due to the rapid development of negative events related to the war, practical experience is ahead of theoretical research and therefore it is necessary to generalize it, determine the positive results of implementation, consider the possibilities of its adaptation into the personnel management system of enterprises in the crisis conditions of the state of war and future post-war development.

The article analyzes the state of the domestic labor market according to the results published at the Human Capital UA Forum. Forecast data on the development of human potential based on demographic indicators are considered. The priority areas of preservation and development of human potential have been determined. Attention is focused on the transformation of meaningful filling of HR-management functions during the war. The priority tasks of HR services were formed, the importance of psychological work with company personnel under modern conditions was highlighted. The modern HR strategies declared at the HR Wisdom Summit-2023 were analyzed and the possibilities of their adaptation at enterprises were considered. An overview of certain aspects of positive personnel management by Ukrainian companies in crisis conditions with the use of modern technologies was carried out. The structure of modern digital services of practicing companies is characterized. The possibility of implementing the Zero-HR concept and effective onboarding into the personnel management system of enterprises and organizations is considered. New approaches to motivating employees and restoring their mental health, overcoming stress using the Basic PH method are proposed.
