SOCIO-ECONOMIC AND ORGANIZATIONAL AND LEGAL PREREQUISITES OF THE DEVELOPMENT OF THE INSTITUTE OF COMMUNAL OWNERSHIP IN UKRAINE

Abstract

The article found that the formation and development of the institution of communal property in Ukraine is based on socio-economic: decentralization of power (the transition to decentralized management means the transfer of part of the powers and resources from the central level to local self-government, which creates the basis for the development of communal property and the transition some objects from state ownership to communal ownership); the need for infrastructure support (municipalities ensure the development and support of infrastructure at the local level, such as roads, parks, hospitals, schools, etc., while communal ownership allows better response to the population's needs for quality communal services); development of the local economy (communal property can contribute to the development of the local economy, attracting investments and creating new jobs, which positively affects the economic development of the region) and organizational and legal: legislation on local self-government (in Ukraine there are a number of laws regulating the legal aspects of the functioning of local self-government, including the institute of communal property, which provides a legal foundation for the development of communal property); public administration reform (reforms in public administration are aimed at ensuring the effective operation of local self-government bodies, which includes improving the mechanisms of communal property management and the transition of objects to communal property); European integration (in the context of European integration, Ukraine is obliged to implement property management standards and stimulate the development of communal property, which helps to achieve high management standards and increase the efficiency of municipal structures) prerequisites. These socio-economic and organizational and legal prerequisites contribute to the establishment and development of the institution of communal property in Ukraine, contributing to the improvement of municipal property management and the development of territorial communities.
