PERSONNEL DEVELOPMENT IN THE MANAGEMENT SYSTEM OF THE ENTERPRISE

The purpose of the article is to reveal the importance of personnel development in the management system of the enterprise and ensuring the effectiveness of its functioning and achieving competitive advantages. The following research methods are used to achieve the purpose: monographic, generalization, theoretical synthesis and analysis ‒ to consider the essence of the concept of "personnel development" and the interpretation of its content by different authors; abstract and logical – for revealing the importance of personnel development in the enterprise's management system; graphic ‒ for visual display of the analyzed material and own assumptions.
The article is devoted to the development of personnel in the management system of the enterprise. The content of the four basic functions of management (planning, organization, motivation and control) and the role of personnel in the possibility of implementing each of them within the enterprise are disclosed. It is noted that these functions are aimed at ensuring the efficiency of the enterprise and achieving competitive advantages. The factors necessary for personnel development in modern conditions are outlined.
The main definitions of the concept of "personnel development" in their chronological appearance in the economic literature are presented. It is substantiated that the benefits of personnel development are felt both for an individual employee and for the enterprise as a whole. Considering the fact that the enterprise operates in a dynamic environment, personnel development should be carried out throughout the entire working life of a person, that is, on a continuous basis, through various types of training ‒ self-education, advanced training, retraining, internships, postgraduate/doctoral studies. It was determined that personnel development should ensure: continuous improvement of skills; updating existing knowledge; resistance and resilience of personnel. In general, the development of personnel in the management system of the enterprise occupies a key place, since competent and motivated personnel are one of the most valuable resources and have a direct impact on the success and competitiveness of the enterprise.
