Abstract

The article contains the results of the analysis of the needs and experience of using information technologies in the social protection system. Considered features of the creation of a unified Ukrainian information system of social protection; the functions of the "Action" system in the direction of social protection and the peculiarities of the activity of a social worker with information technologies. The unified information system of the social sphere (EEISSS) allows you to quickly receive various types of assistance. The customer of such a system is the Ministry of Social Policy. The project was implemented together with the Ministry of Digital Transformation and with the support of USAID/UK "Transparency and Accountability in Public Administration and Services/TAPAS", Eurasia Foundation. Such a complex system of automation of various areas of social support is the basis for the technological platform and information environment of social protection. It is known that the availability of an information system and special technologies also requires the introduction of algorithms and scenarios for their use, active implementation in the work of social workers. The concept of using information technologies in the social protection system is based on the formation of a single information ecosystem that uses information from updated state registers. This approach solves the issue of remote provision of services, makes corrupt actions impossible, algorithmizes all procedures for obtaining certificates, social services, reduces the volume of manual operations, the probability of errors and delays in payments, ensures the interaction of various state and banking institutions. The information core of the system is a single social register. The system is designed as a microservice and flexible. Changes in priorities for the introduction of new modules were dictated by the crisis of the full-scale invasion of Russia into Ukraine. And that is why services for internally displaced persons (IDPs), adoption service through the portal, integration with the e-Help platform for the implementation of additional payments by international organizations appeared. The interaction of EIISSS and Diya allows to provide digital services 24/7. The work of specialists in the social sphere is automated, which makes it possible to pay more attention to citizens. Digitization and optimization of information flows, introduction of electronic services, various tools on special portals and the Diya platform allows you to form requests remotely, automatically check data and create various, including payment documents. Thanks to electronic communication, the environment of state social services and social protection is formed. Information technologies in the social protection system can be divided into the following categories: state information systems based on the execution of requests from state registers, automating the work of social services, allowing users to independently find and receive the necessary information, as well as technologies that help provide social services and is a tool for the work of a social worker. That is why workers in the social sphere must have tools for working with modern information technologies. The strategy of digitization and introduction of information technologies in the social protection system is oriented towards meeting the needs of people, defined target categories, as well as the implementation of modern tools of information systems for the automation of routine procedures for the provision of social services, provision of social protection, the possibility of independent requests for information and payments using web portals. Social workers must have a high level of digital literacy, knowledge and skills to work in the information system, both to perform their own work procedures and to help people in need of social protection.
