ПОСЛАБЛЕННЯ СОЦІАЛЬНОЇ ВРАЗЛИВОСТІ ТЕРИТОРІАЛЬНИХ ГРОМАД КАРПАТСЬКОГО РЕГІОНУ УКРАЇНИ В УМОВАХ ЕКОНОМІЧНО-ПОЛІТИЧНОЇ НЕСТАБІЛЬНОСТІ

Abstract

The article is dedicated to diagnoses the social vulnerability of territorial communities of the Carpathian region of Ukraine (on the example of communities of the Lviv region) in conditions of economic and political instability. The author's methodical approach to the study of social vulnerability of territorial communities based on the multiplicative method and the spatial approach was formed and tested. The configuration of indicators of the empirical indicators of social resilience of territorial communities in the projection of the financial component is determined. Among them: expenditures on environmental protection, housing and communal management, health care, spiritual and physical development of the population, preschool, general secondary and out-of-school education, as well as expenditures on social protection and social security of the population. The results of the study confirmed the thesis about the weakening of the social resilience of communities in the Lviv region in 2022, as opposed to 2021. Only the Lviv community was in the safety zone of social resilience, the empirical indicator of which is equal to 0.659. Communities such as Slavska, Yavopivska, Pustomytivska, Pidbepiztsivska, Sokilnytska, Novoyavopivska and Solonkivska were characterized by a loss of resilience. The critical level of social vulnerability in 2022 was demonstrated by Stpilkivska, Khypivska, Ralivska, Biskovytska, Dobrosynska-Magerivska, Pomopyanska, and Kozivska. 26 communities of Lviv region were determined by social vulnerability. It was summarized that the reduction of financial autonomy, inefficient use of financial resources and increased pressure on the expenditure part of local budgets of territorial communities ultimately leads to a weakening of socio-economic stability and an increase in the level of social vulnerability of the population, especially financial and material poverty.
