Abstract

In the study, attention is updated to the issues of the formation and implementation of the state housing policy, in particular, in the part of the development of social housing construction. The purpose of the article is to generalize the global experience of the formation and implementation of state policy mechanisms for the development of the housing stock using the example of social housing. Based on the analysis of world experience, the conceptual apparatus and structural characteristics of social housing are generalized, the list of types and subjects of the right to social housing is defined, the sources and mechanisms of investment and financing of programs for providing the population with social housing are identified, the strategy and tactics of the development of the social housing system in the country are substantiated. It is shown that the specific conditions of Ukraine, especially in the conditions of war, require the formation of an own model of state policy in this area, the basic components of which are substantive and content principles, institutional and legal basis, institutional and organizational structure, range of services, list of recipients and mechanisms of financing programs.

To fulfill the tasks, a set of general scientific methods of scientific research was used, namely generalization - to determine the conceptual provisions of social housing, theoretical and methodological grouping - to generalize the world experience of forming and implementing the state policy of providing socially vulnerable population with social housing, analysis and synthesis - to preserve system approach in the formation of the state policy of providing the population of Ukraine with social housing in the conditions of war. It has been established that the specific conditions both in Ukraine in general and the environment of war in particular.
