СТРАТЕГІЧНИЙ РОЗВИТОК МІСТ НА ОСНОВІ ПРОГРЕСИВНОГО СВІТОВОГО ДОСВІДУ

У статті здійснено наукове обґрунтування теоретики-методичних особливостей забезпечення стратегічного розвитку міста враховуючи сформований прогресивний світовий досвід. Наголошено про критичну залежність стратегічного розвитку міста від інноваційно-технологічного забезпечення та її подальше посилення. Виділено низку передумов (технологічних, інфраструктурних, організаційних, фінансових, інституційних, соціально-психологічних), що визначають рівень стратегічного розвитку міста та передбачають подолання ризиків та загроз у його досягненні. Узагальнено ознаки стратегічного розвитку міста згідно прогресивного світового досвіду, які стосуються впровадження технологій е-урядування, е-демократії, відкритих даних, цифрової безпеки, діджиталізації інфраструктури, е-сервісів, цифровізації медицини та освіти. Обґрунтовано особливості стратегічного розвитку окремих міст світу та сформовано висновок, що розвиток міст в основному обумовлюється впровадженням інноваційно-технологічних та інформаційно-цифрових розробок. Визначено напрями (інформаційно-цифровий, технологічно-інфраструктурний, організаційно-економічний, інституційно-проєктний, фінансово-інвестиційний) та у відповідності до них інструментарій стратегічного розвитку міста.
